And it means that people who tip regardless are engaging in anti-social behaviour, because if waiters start assuming they will get large tips they can let the quality of their work drop.
I thought tipping was a way around bureacracy, the customer, restaurant and waiter all coordinating to deliver cash income to low income waiters, based on performance.

The Seattle Times: Nation & World: Win in Fallujah could tip balance, Rumsfeld says
But none of that succeeded in tipping Iraqi public opinion decisively in favor of the United States.
As the U.S. military launched the most significant offensive in Iraq since the fall of Baghdad in April 2003, Rumsfeld argued yesterday that Iraqi public opinion was at a "tipping point" and that defeating the insurgents in Fallujah could help nudge a large majority of Iraqis into supporting the U.S.-backed interim government.
"Over time you'll find that the process of tipping will take place; that more and more of the Iraqis will be angry about the fact that their innocent people are being killed by the extremists," he said.

These are a few of the highlights from the second in a continuing series of surveys monitoring Americans' confidence in U.S. foreign policy conducted by the nonprofit research organization Public Agenda (with support from the Ford Foundation), of which I am chair.
The first survey, conducted in June of last year, found that only the war in Iraq had reached the "tipping point" -- the moment at which a large portion of the public begins to demand that the government address its concerns.
In mid-2005, we found that in addition to the war in Iraq, three other issues were moving toward the tipping point, where public opinion would become strong enough to influence policy.

The 15% tip is an informal yet required part of the cost of going to a restaurant in the US, in my opinion.
I generally tip 20% or more (mainly because it's easier to figure out than something less) unless the service is abominable and clearly the fault of the server.

I don't think that it is piling on to point out that a lot of people (not necessarily Charles) by ridiculing and insulting those that held opinions they disagreed with, allowed things to happen that now they say they disapprove of.
One of the main culprits of that IMO is Andrew Sullivan whose blinkered support for the Iraq War at the beginning led him to demonize those that predicted what eventually happened and at the time held positions he now thinks correct.
This "Not only am I right but if you disagree with me you must be stupid or evil" is one of the main reasons Americans were conned into this war.

More than once, while predicting victory, Donald Rumsfeld has used the magic words "Tipping Point." This new pop formula for achieving vast results from relatively limited efforts has turned out to be one disastrous abracadabra.
Behind every failed war is a failed metaphor (remember The Domino Effect, the Vietnam-era version of The Tipping Point?) that mesmerized its masters into waging it, kept them waging it once they started losing it, and immobilized them with disbelief when it turned back into intellectual smoke.
And it was a phony, decrepit notion to start with, despite being updated for today's executives and cleverly remarketed to every no one who ever dreamed of being a someone by working at home, in his or her spare time.
