There's a lot of ways to look at it to determine which gears are the best, and it also depends on your playstyle.
I've seen at least one FAQ that claims that Andvari is too offensive and burns through far too much fuel.
Andvari was quite strong when the gear first became playable due to the advanced parts it had, but it was overshadowed by the other gears later in the game(Fenrir, Weltall2/Xenogears, Crescens).
