  Britain.tv Wikipedia - Anemometer
An anemometer is a device for measuring the velocity or the pressure of the wind, and is one instrument used in a weather station.
Anemometers may be divided into two classes: those that measure the velocity of the wind, and those that measure the pressure of the wind, but as there is a close connection between the pressure and the velocity, a suitable anemometer of either class will give information about both these quantities.
Hot-wire anemometers, while extremely delicate, have extremely high frequency-response and fine spatial resolution compared to other measurement methods, and as such are almost universally employed for the detailed study of turbulent flows, or any flow in which rapid velocity fluctuations are of interest.

 Anemometer (glossary definition)
Cup anemometer is used to measure the wind speed from the speed of rotation of a windmill which consist of 3 or 4 hemispherical or conical cups, each fixed to the ends of horizontal arms attached to a vertical axis.
Counting anemometer has cups or a fan whose rotation is transmitted to a technical counter which integrates directly the air movement speed.
Pressure tube anemometer (Dines anemometer) is an instrument which derives wind speed from measurements of the dynamic wind pressures.

The term is derived from the Greek word "anemos" meaning wind.
The wire (4 conductors running inside a shield) runs along the rightmost leg of the 3 legged "tripod" mount that's attached to the rigging that runs around the perimeter of the roof.
Additionally, PWM (Pulse-Width Modulated) anemometers are also used, wherein the velocity is inferred by the time length of a repeating pulse of current that brings the wire up to a specified resistance and then stops until a threshold "floor" is reached, at which time the pulse is sent again.

The anemometer measures the wind speed and notifies the wind turbine controller when it is so windy that it would be profitable to use power to make wind turbine turn (yaw) into the wind and start running.
This is why the wind turbine is brought to a stop when the wind exceeds 25 metres per second.
When the wind drops, the anemometer tells the controller that it is OK to start the turbine again.
