The Angolan Government was commended for the promulgation of its Amnesty Law, for the quartering of its rapid reaction police, and for the continuing withdrawal of its Armed Forces to barracks.
Although the Angolan Armed Forces conducted the second phase of its troop withdrawals from forward positions, 14 of the 47 redeployments were determined by UNAVEM to have been unsatisfactory.
The Angolan Government's commitment to peace, as evidenced by its promulgation of the Amnesty Law, the quartering of its rapid reaction police, and disarmament of the civilian population was a source of satisfaction.

Luanda, 14 June: Cooperation in the area of military training, as well as other [types of training] that have to do with individually equipping soldiers, were behind Angolan Armed Forces Chief of Staff Agostinho Nelumba Sanjar's trip to the Republic of China on 27 May.
Gen Sanjar, who went to China at the invitation of that country's authorities to strengthen cooperation in various military areas, told ANGOP today on his return to Luanda, that the visit had been within the framework of complying with a programme outlined some years ago by the army chiefs of staff of the two countries.
Sanjar mentioned that during his stay in China, he had received several proposals, which will be generally assessed by the higher echelons of the collegial bodies of the Armed Forces, by the Defence Ministry, and by the troop's commander in chief.

During the military operations against FLEC rebels in 2003, Angolan forces frequently detained civilians.  Since the general cessation of fighting in 2004, the number of cases of arbitrary detention of civilians has dropped considerably.
In some of these cases, the girls were sent to the capital city to avoid possible rape that often results in marriage to the FAA soldier responsible for the rape.  In one case, the daughter was sent away but was forced to marry a FAA officer upon her return to the village.
