The Anguillian Newspaper: - Plant A Mango Tree - By Colville Petty
Governments in Anguilla do not think that they are accountable to the House of Assembly for which they have little regard or respect.
There is a strong case for our constitution to provide for separation of powers so that no person could serve in more than one branch of government at the same time — so that no politician could be a member of the Executive and of the House of Assembly at the same.
The practice of politics in Anguilla suggests that there is an overwhelmingly strong case for having the Executive separate from the Legislature — for having two separate and distinct bodies — each with its own designated powers.

The Anguillian Newspaper: - Baird Now Oppostion Leader
The resignation on May 4 of Albert Hughes, Elected Representative for West End, from the Anguilla United Movement (AUM) which had two members in the House of Assembly, has led to the withdrawal of his support from his long-standing colleague, Opposition Leader Hubert Hughes.
Capes stated that acting under section 40A of the Constitution of Anguilla it was his judgment that Baird was the leader of an opposition party whose numerical strength was greater than that of any such party in the Assembly.
Hughes (Albert) claimed that the AUM had become less supportive of him and inclined to support another candidate for next year’s elections, a matter denied by the party.

The same Constitution however stated that for the House of Assembly to sit (and pass bills, budgets, etc.) it too needed a 2/3 quorum; this, it has been pointed out, is unusually high for a democracy.
At this point, everyone dusted off their copies of the Anguilla Constitution and were surprised to find that (unusual in a democracy) any vote of no-confidence would need a 2/3 majority and, of course, 4 out of 7 is not 2/3.
