Tengai Makyou II : Manji Maru is likely the most famous of the entire series, as it had Joe Hisaishi, extremely famous and successful anime composer, known for movie scores like Princess Mononoke and Spirited Away.
As far as I know, Tengai Makyou Ziria(#1) which was released on the PC Engine in 1989 had borrowed the musical talents of Ryuichi Sakamoto, a fairly popular anime composer in the same ranks of Joe Hisaishi(More on him later).
Tengai Makyou III had the amazing talented but unfortunately unknown Kohei Tanaka(Lennus series, Alundra series, Sakura Taisen series, etc...) and some other dude that I can't remember now.

Anyway no i highly doubt the astray series will be an anime.

 Pretty Sammy
Pretty Sammy isn't meant to be a clone of Sailor Moon, nor is it even meant to be a serious magical girl anime, what it is more or less going for, is a parody of magical girl anime.
I think Pretty Sammy was fairly funny, and although I don't think the story in itself is much of a reason to check this out, I've seen worse anime, and I think any anime that can make you laugh (because it's funny, not because it's so bad) is at least worth watching.
I personally found Pretty Sammy to be fairly funny, but even that can't overshadow the fact that it is extremely cheesy, and probably fits in the category of being all out ridiculous.
