The total area and population of Ankang are 23,529km2 and 2.9406 million respectively, of which the population of Hanbin District is 945,700, accounting for 32.16% ofthe total, and the population density 258 persons/km2.
It is the seat of Ankang Municipal Committee of CPC and Ankang Municipal People's Government, and also the political, economic, and cultural center of Ankang City as well as the central city of the southem Shaanxi province.
Covering an area of 2,204km2, 9.37% of the total of Ankang City, the population in the county was 337,700 in 2004, and the population density 153 persons/km2.

According to an account given to Munro in 1987 by a former prisoner at a Shanghai facility, inmates were punished by intravenous injections that made their tongues bulge out of their mouths and by extremely painful acupuncture which applied an electric current to the sole of the foot.
But whatever further inquiry may show, the fact that dissidents are sent to an Ankang, diagnosed there as "political maniacs," and imprisoned, according to official sources, for an average of five years is a violation of their human rights and of the international medical standards which China insists it follows.

It is reasonable to assume that most inmates of the Ankang network of psychiatric detention facilities are, in fact, genuinely mentally-disturbed individuals who, as a result of their illnesses, have committed serious criminal offenses such as murder, rape, or arson.
Official documents describing the role and purposes of the Ankang system, however, make it abundantly clear that certain types of peaceful political offenders are also seen as ranking among the most “dangerous” and “politically threatening” of China’s allegedly mentally-ill criminal population, and hence are likewise destined for long-term psychiatric incarceration within the system.
The most recent confirmed case of a political dissident being sent to the Shanghai Ankang facility is that of Li Da, a young worker at an electrical appliances firm in the city who had apparently been involved in the May 1989 pro-democracy movement.

It was not readmitted to the body until 1989, after several years of perestroika and the preliminary establishment of direct access by Western psychiatric delegations to Soviet forensic-psychiatric institutions and their alleged mentally ill political, religious and ethnic inmates.
As an indispensable first step towards helping the Chinese psychiatric profession divest itself of this unethical legacy, both the World Psychiatric Association and its constituent national professional bodies should begin seeking direct access to the Ankang network and other places of psychiatric custody, with a view to independently monitor conditions and practices therein.
