The Annan Plan was a United Nations proposal to bring about the reunification of the divided island nation of Cyprus as the United Cyprus Republic.
In November 2002, Secretary-General Kofi Annan released a comprehensive plan for the resolution of the Cyprus issue.
The plan was placed before the two communities in a simultaneous vote in the reunification referendum of 24 April 2004.

Annan’s “plan” violates 10 United Nations Security Council Resolutions which demand a solution based on a Federation and not on the Swiss model which is a Confederation and the basis of his plan.

The Turkish Republic of Northern Cyprus (TRNC) (Turkish: Kuzey Kıbrıs Türk Cumhuriyeti) or Turkish Cypriot State (Turkish: Kıbrıs Türk Devleti) is a break-away de facto state in the northern third of the island of Cyprus.
The territory between the TRNC and the remainder of Cyprus is separated by a United Nations-controlled buffer zone.
The UDI of the TRNC was rejected by the UN and the Republic of Cyprus.

The plan is worst than the current situation, and I would dare to say worst than agreeing to have 2 separate countries.
The good parts of Annan's plan are the following: We get some land back, some refugees will be able to go to their homes, the rest will get a refund for the land that they lost, we will not have big problems to enter the EU.
The difference is that the central goverment should be the strong one, not the governments of the 2 states.

The "Comprehensive Settlement of the Cyprus Problem" would also require the leaders, as Co-Oresidents of Cyprus for a transitional period after entry into force of the Foundation Agreement, to sing a Treaty with Greece, Turkey and the United Kingdom on matters related to the new state of affairs in Cyprus (Appendix C).

The guarantor powers would by signature agree with the "Comprehensive Settlement of the Cyprus Problem", and commit themselves to sing together with Cyprus the Treaty on matters related to the new state of affairs in Cyprus (Appendix C) after entry into force of the Foundation Agreement.
