The constitution of the Azerbaijan SSR was approved by the 9th Extraordinary All-Azeri Congress of Soviets on March 14, 1937.
The Azerbaijan SSR was established in April 1920 after the invasion by Russian Soviet forces and the surrender of the government of Azerbaijan Democratic Republic to local communists under the leadership of Mirza Davud and Nariman Narimanov.
In June the forces of Azerbaijan SSR together with the Russian Red Army and limited Turkish assistance staged a combined assault on Armenian-held territory in western Azerbaijan and successfully recovered all territories which Azerbaiajan previously lost to Armenia during the Azeri-Armenian war of 1918-1919.

Historically, the present day territory of the Azerbaijan was called Arran or Shirvan, among other names, a term thought to be derived from the name of the leader who founded the Albanian kingdom in the Caucasus.

One thing I should have noted above is that both the Soviet era and independence anthems of Azerbaijan were written by the same man, Uzeyir Hajibeyov, considered the great composer of Azerbaijan.
The only instrumental recording (so far) that I have been able to find of an SSR anthem.
