Incumbent - Wikipedia, the free encyclopedia
Popularly known as the anti-incumbency factor, situations of this kind occur when the incumbent has proven himself not worthy of office during his tenure and the challenger demonstrates this fact to the voters.
Incumbency is an especially powerful force within political parties.
An election (especially for a legislature) in which no incumbent is running is often called an open seat ; because of the lack of incumbency advantage, these are often amongst the most hotly-contested races in any election.

Media Blog on National Review Online
Charles Krauthammer wrote a column for the Post in November of 1994 about the “anti-incumbency” myth that was already taking hold among devastated Democrats:
I did some more looking and found out that incumbency reelection rates in 1994 were 92.3 percent for the Senate and 90 percent for the House.
A look around Open Secrets.org indicates that such rates are on par with the average incumbency re-election rates for those august bodies.

 Public fury eliminates AIADMK
though there was a strong anti incumbency sentiment amongst the electorate it should be remembered that the aiadmk as a party still managed to retain its vote share of around 30%.
for example if the alliance arithmetic of 1999 or 2001 continued in this election the result would have been different though the anti incumbency would still have taken a toll.
Public anger against the AIADMK government, coupled with numerical supremacy of DMK-led Democratic Progressive Alliance (DPA), ensured a washout for the AIADMK-BJP combination in the Lok Sabha polls.

The Chief Minister believes that if leaders begin to fear the incumbency factor, none of them would be able to take decisions and the development of States would come to a halt.
He said that it was for the leaders to explain their policies to the people and convince them of their efficacy.
He no longer emphasises his achievements on the information technology front; instead he speaks about constructing five lakh houses for the weaker sections by March 1999, distributing house sites to the poor and supplying improved tool-kits to artisans.

Even before the elections, the BJP strategists had admitted that it was going to be a tough fight.

One Arif Khan does not make a Muslim summer for BJP in UP
Except that given the many khichdi sarkars in both Lucknow and Delhi, it is the sitting MP who is the victim of anti-incumbency more than any party.
If there is one wave in UP today, it is the wave of anti-incumbency.
Almost everyone you meet in Kaisarganj—Muslim and non-Muslim—will tell you that Arif is ahead for two reasons—because he is a ‘‘good candidate’’ and had done a lot for the area in his various terms as MP from neighbouring Bahraich; and because the SP’s veteran leader and three-term MP Beni Prasad Varma ‘‘has done nothing’’.

 Office-holder
An anti-incumbency factor can also be responsible for bringing down incumbents who have been in office for many successive terms in spite of performance indicators, simply because the voters are convinced by the challenger of a need for change.

Panhandle Pundit: My Take On Term Limits
Term limits must be justified on some external effect of careerism that is negatively affecting the democratic process severely and unable to be checked in a less anti-democratic manner.
Of course, term limits in the executive branch are also, in a sense, undemocratic, but these are much longer established and reflect the anti-authoritarian principles and precautions on which this nation was founded.
Whether or not term limits will or won't alleviate the institutional advantages of incumbency is obvious: state and national term limits will effectively end the unfair perpetual incumbency that has kept not just good, decent politicians in office, but corrupt, power-mad politicos as well.

 Argentina
Israel's kidnapping of Adolf Eichmann in May 1960, an episode generally seen in the country as the Jewish state's trampling on Argentine sovereignty, was among the factors exacerbating anti-Jewish attacks during the incumbency of Arturo Frondizi, a member of the League against Racism and Antisemitism a few decades earlier.
Against the backdrop of the anti-leftist and anti-Jewish biases in Argentina and other countries in the region, immigration became increasingly restrictive vis-à-vis Spanish Republicans and Jews in the 1930s.
Hostility continues unabated towards immigrants from neighbouring and nearby countries, especially Bolivia, Paraguay and Peru, some of whom entered Argentina illegally for economic reasons; towards immigrants from Korea, the first of whom arrived in Buenos Aires in 1965; and towards the offspring of the much older immigrant community from the Middle East.
