In justice to Guzmán Blanco it must be recorded that he received the news of this banishment with no expression of satisfaction, and that, after his return to Caracas, in the discharge of his official duties, he took steps to effect the prelate's recall and to re-establish the harmony which had been so rashly interrupted.
Guzmán Blanco put the finishing touch to the legislation which, from the beginning of the republic, had been creating obstacles to the liberty of association, so far as religious communities are concerned, by decreeing the total suppression of convents in the country and prohibiting their restoration in future.
When the power of Guzmán Blanco was broken, a reaction in favour of the Church set in, and in consequence, as well as by the operation of the inevitable law of human progress, certain advantages gained for the interests of religion may now be discerned in the country.

Antonio Guzmán Blanco (Caracas, 20 de febrero de 1829 - París, 28 de julio de 1899) fue un militar, estadista y político venezolano, presidente en tres ocasiones (1870 - 1877, 1879 - 1884, y 1886 - 1888).
Hijo de Antonio Leocadio Guzmán, fundador del Partido Liberal Amarillo, estudia Derecho en la Universidad Central de Venezuela.
A los pocos años de graduado, ejerce cargos diplomáticos ante los Estados Unidos de Norteamérica, lucha con el bando liberal en la Guerra Federal y luego de su victoria, en 1863, forma parte del gobierno de Juan Crisóstomo Falcón.

In March 8, 2000, the year after a new constitution was introduced in Venezuela, it was decreed in Gaceta Oficial 36,906 that the Metropolitan District of Caracas would be created, and that some of the powers of these municipalities would be delegated to the Alcaldía Mayor, physically located in Libertador municipality.
The building was commissioned by Antonio Guzmán Blanco in the 1870s, and is most famous for its Salón Elíptico, an oval hall with a mural-covered dome and walls lined with portraits of the country's great and good.
Formerly a church, the building was given its new purpose as the final resting place for eminent Venezuelans by Antonio Guzmán Blanco in 1874.
