De Vilhena, who, in accordance with the practice of his predecessors, maintained spies in Constantinople, was not long in learning of the plot, and he instantly took means to place Malta in a state of defence.

Originally designed by the French engineer René Jacob de Tigné in 1715, the final design of Fort Manoel, as it was named, was produced by Charles François de Mondion, during his term as the Order’s resident military engineer in charge of works of fortification and defence.
Financed by the then grand master, Antonio Manoel de Vilhena, in whose honour it was named, Fort Manoel was designed as a classic square fort with four corner bastions, a ravelin, a tenaille, a covertway, and a glacis.
Begun in 1723, Fort Manoel, named after Grand Master, Manoel de Vilhena, who financed the work, was built on the small leaf-shaped island, the Isoletto, inside Marsamxett harbour in order to secure the west flank of the city of Valletta.

Charles Francois de Mondion (1681-1733) was a French military engineer who first arrived in Malta in 1715 during the principate of Grand Master Ramon Perellos y Roccafull.
Grand Master Antonio Manoel de Vilhena’s accession in June 1722 was largely beneficial for Mondion, who had by now managed to extricate himself from his service in the French armies.
The rehabilitation of the Mediaeval city of Mdina, the building of Fort Manoel, the foundation of the Baroque suburb of Floriana and the establishment of several medical and charitable institutions were but a few of the grand projects for which Monion, now a Cavaliere di Grazia, was directly responsible.

Vilhena had in the meantime also made a complete alteration in the silver coinage by issuing new denominations and because the silver standard had also been raised it became just as profitable for speculators to export the Order's silver coins.
Apart from prolific issues of certain denominations and the introduction of the gold 20 Scudi or Double Louis of Malta (Lwig doppju) in 1764 very little appears to have been adopted from Paoli's report and the local Mint continued to be run at a loss.
During the short rule of Grand Master Francisco Ximenes de Texada (1773-1775) matters remained just as bad, for the Commissioners of the Mint in 1774 blamed the Mintmaster for the issue of a debased and discredited coinage.

The first years in private ownership were inglorious, but when in 1873 the new house burnt down, the Manoel reverted for seven years to its old role as Malta’s opera house, and subsequently it established itself as a theatre specialising in a new genre, operetta, and later still in the even newer Anglo-American musical comedy.
The early decades of the 20th century saw the Manoel presenting these two genres as well as some opera and plays, both amateur and professional, in Malta’s three main languages.
The Manoel’s programmes retained, and continue to retain, their old variety, but the main emphasis during recent decades has been on instrumental music.
