Earlier this year, Antonio Maria Costa, head of the UN Office on Drugs and Crime, visited the country to assess the situation, touring north and western Afghanistan before meeting President Karzai and other leaders in Kabul.
Both the British ambassador and Mr Costa emphasise the fact that the opium poppy is regarded as against Islam, and that it is officially illegal in Afghanistan.
Mr Costa praises Ismail Khan's record, as heaps of water melon and fruit are served.

He was the Secretary-General of the European Bank for Reconstruction and Development in London and between 1969 and 1983 served as an economist in the UN Department of International Economics and Social Affairs.
Costa also held office in various capacities at the Commission of the European Union between 1987 and 1992.

He was due to meet with President Hamid Karzai and visit the main eastern drug-producing province of Nangarhar and the northeastern opium centre of Badakhshan, where he would discuss drug control issues with provincial governors and officials.
