In eight months of government, President Saca has achieved reforms in the law pertaining the judicial sector and others oriented to reduce delinquency; deployed the Rural Police, which was a campaign promise; appointed a presidential commissioner to advocate consumers; increased the minimun pension for pensioners and approved the fiscal reform.
One of the first courses of actions of President Saca was to appoint the commissioner for democratic governing, who in turn created a group that includes representatives of all the political parties to discuss and find solutions to various topics of national interest.

Saca was planning to announce his new "decentralization" plan in Suchitoto but the protests, led by the water workers union SETA, CRIPDES, and a number of other groups, prevented him from arriving.
A protest by campesinos and others on July 2 prevented Salvadoran president Elias Antonio Saca from presiding over a scheduled ceremony in the San Juan recreation center in the northern city of Suchitoto that was to inaugurate his National Policy for the Decentralizing of Basic Services.
Charging that Saca's real plan is for privatization of the water system, campesino groups, women's groups and left organizations demonstrated in Suchitoto's central plaza while others blocked the highway leading to the city, keeping diplomats and other dignitaries from attending the ceremony.

Salvadorian President Antonio Saca Thursday instructed a Salvadorian diplomatic envoy to Caracas to return to El Salvador for consultations "on the reported Venezuelan financing to the (leftwing) Farabundo Martí National Liberation Front (FMLN) for the 2009 election."
Last Tuesday, Washington published a report on the threats against the US national security, and suggested that President Hugo Chávez was expected to provide "generous" funds to the FMLN to secure a victory in the 2009 presidential vote.
Saca told reporters accompanying him in his visit to the United States that he had recalled the diplomat envoy to Venezuela, but he would not disclose the official's name or position, DPA reported.
