Allowing returning anusim to perform them, without any conversion or ritual of return as part of a congregation, is an explicit and public recognition that they are fully Jewish.
Interestingly, Karo does not require that the proselyte undergo a detailed education in the law, rather he or she is to be educated merely in the basics of Jewish observance and belief.

Because of the mass forced conversion of Jews in Spain and Portugal during the 14th and 15th centuries, the term became widely used by Spanish rabbis and their successors for the following 400 years.

Sepharade communities were overwhelmingly sympathetic to their relatives, friends and colleagues who were fortunate enough to able to make a return to the faith.
An unfortunate happenstance of our time period has caused certain populations to undergo background checks back to Sarah for Indians and Ethiopians, communities that not only are not anusim but have retained Jewish identity and ritual intact for centuries and are pointed out as Jews by the surrounding non-Jewish nationals of their diaspora.
Anusim would best be served by applying for return, if at all posible or known, directly to the community from which they were forced.

I want to go on record that DNA studies have a long way to go in determining different haplotypes such as those of us that are Sephardic Anusim among the Latinos in the Americas.
ONE, we’ll be sealing the facts of our upcoming Sephardic Anusim Conference in the Negev which is being organized by the Ben Gurion Heritage Center, the Ben Gurion University and the project I oversee.

It was the vision of a romantic hero, Captain Arturo Carlos de Barros Basto (aka Abraham Israel Ben-Rosh), often referred to as the “Apostle of the Marranos” or the Marrano Moses but also the “Portuguese Dreyfus.”  He died a broken man in 1961.
He founded a publication called Halapid to rally anusim and help them learn about the religion of their ancestors.
Following his death in 1961, he was buried, not in a Jewish cemetery (there is none in Porto and he did not want to be buried in Lisbon), but in Amarante, his place of birth, near Porto.
