APA, 1999), one item not discussed during the plenary session was the politically sensitive "master's issue." Thus, the conference, despite "silent" conversations among delegates, failed to address what may be one of the key issues in the resolution of supply and demand questions in our field.
APA's Research Office estimated that 68% of the master's degrees are awarded by terminal master's programs and that at least 47% are awarded in HSP fields such as clinical, counseling, or school psychology.
The APA Education Directorate allots almost all of its resources to issues at the postdoctoral, doctoral, 4- and 2-year college, and high school level (e.g., Teachers of Psychology in Secondary Schools) and almost nothing to the collection of information for and about programs that award over 13,000 master's degrees each year.
