The Harmony project was initially conceived as an effort to unite all developers of the Free Java language implementations.

I can pretty authoritatively say that Apache Harmony has no interest in taking part in GNU Classpath development, unless it is being developped as an *exclusive* Apache project.
Harmony's focus is simply fundamentally different from Classpath's: it wants to make the life of proprietary runtime developers easier, while Classpath is about making the life of free runtime developers easier.
Let Harmony be, unfold and create its own, unique niche, and once there is some code in there, that might make sense to work on together, for both GNU Classpath and Apache Harmony, then I am sure someone will make it happen.

Apache have been an active participant in the Java Community Process for many years and they have been a JCP Executive Committee member since June 2000.
Part of the reason these Apache projects are possible is that the JCP has been working over the last few years to clarify the role of open source projects and also to improve overall transparency.
Apache have always been a strong supporter of the Java compatibility program and I'm glad to see that they are emphasizing that commitment to compatibility as part of the Harmony project.

Apache Harmony, a project which plans to create an open source implementation of Java, has called on the Java business community to donate software.
Geir Magnusson, a board member at Apache Software Foundation, said developing open source implementations of all parts of the Java platform will be difficult, but he hopes to speed things along by persuading companies and free software projects to contribute code.
However, it has been reported that James Gosling, one of the creators of Java and now a senior Sun executive, is sceptical about Apache Harmony, although he seems to be more supportive of the idea of simply opening up the source code of Java itself.

Slides of the Harmony presentation at JavaOne are available over here -you must search for keyword "Harmony" and notice the username and password shown on the results page.
The reception of this code was warmly received by the Harmony development community, and even Sun has been promising for some time to open source its own Java VM.
Hundreds, if not thousands of open source apps are already written in Java, and it's expected that a compatible, open source implementation of Sun's VM will increase its adoption.

Well, there are a lot of problems with Apache Harmony, but the thing about Harmony that is going to be a real problem for them is that I don’t see any way for their development process to sustain itself.
And if Harmony’s plan is to continue to wait for code donations to magically appear, they’ll happily remain at 80% until we all finally forget about them.
Roman also pointed out another thing that’s weird and unsustainable about Harmony’s development: that it mostly seems to happen in secret, with occasional giant code drops.
