Phillip J. Lawlor's Apex Global Internet Services last week declared bankruptcy when it filed for relief from its creditors while in Chapter 11 reorganization.
AGIS was the target of a "systematic attack" on its network in 1997 as the result of Lawlor's stance on spam.
He believed that Internet service providers were not responsible for the content of the e-mail transported through their networks.

The practice of spamming is having a detrimental effect on the quality of the Internet, on the ability of individuals and organizations to serve their own email needs, and on the value of email.

Lawlor said his Dearborn, Mich., company, one of the six largest Internet providers in the country, cut the circuits because the AGIS network was under attack from both sides of the junk e-mail war and because the junk mailers were not living up to their agreement to clean up the reviled spam business.
Though Wallace has been called the most hated man on the Internet, Lawlor said he agreed to provide service to Cyber Promotions and the other companies earlier this year because he believed that there should be a place on the Internet for responsible bulk mailings.
Wallace formed the Internet EMail Marketing Council and established a Web page with a global remove list that theoretically all spammers would use to filter out the e-mail addresses of people who signed up to say they didn't want to receive junk e-mail.
