Apolo R. Nsibambi, Prime Minister of Uganda, urged 400 researchers and heads of development think tanks from around the world to ensure that their work resulted in better government policies that lead to more rapid improvements in people's lives.
Nsibambi was one of several speakers at the opening plenary session of the first Global Development Network (GDN) meeting, held in Bonn, Germany from 5-8 December 1999.
Nsibambi pointed out shortcomings in the development research in both developed and developing countries, and urged the policy researchers to overcome these:"The knowledge of the communities in the South is sometimes deliberately ignored by Northern researchers, who prefer to make their own short-term research on Southern communities and their development problems."

Nsibambi was education minister of Uganda from May 1998 until April of 1999, when he was named prime minister by President Yoweri Museveni, in a cabinet reshuffle.
Nsibambi was one of the few educators and intellectual leaders who chose to remain in Uganda and struggled to keep higher education alive as his country endured two decades of civil war and chaos in the 1970s and 1980s.

Ugandan Prime Minister Apolo Nsibambi has challenged the Inter-University Council for East Africa (IUCEA) to ensure that the quality of education and increased access to universities is well-balanced, local media reported on Monday.
Nsibambi, also the chancellor of Makerere University, was quoted as saying over the weekend that higher education without quality would not be useful, referring to the dilemma of most institutions: a mismatch between enrollment and education facilities.
