Once an apology is provided, the recipient may wish to utilize the apology, or convey it to others, in a way inconsistent with the desires of the party extending the apology.
Apologies can be in the form of a letter from one party to another or in the form of a joint press release which includes quotations from one or both parties expressing regrets or making positive statements about each other.

The resolution was passed in the Senate by a vote of 65-34.
The Apology resolution derives mainly from the Blount Report, which was compiled shortly after the overthrow of the Hawaiian monarchy (spring 1893).
Although the Blount Report of July 17, 1893, upon which the Apology Resolution was based, was an official report of the U.S. government, it was followed by the Morgan Report on February 26, 1894, which after public hearings and testimony under oath found the Blount Report to be mistaken on many of the facts reported.

The apology falsely maintained that Native Hawaiians never by plebiscite relinquished sovereignty to the U.S. In 1959, Native Hawaiians voted by at least a 2-to-1 margin for statehood in a plebiscite.
Finally, the Apology Resolution and its misbegotten offspring, the Akaka Bill, betray this nation's sacred motto: E pluribus unum.

To suggest that this resolution is intended to expel non-Hawaiians from the State of Hawaii is something that even the most severe critics of this resolution in Hawaii would not even consider.
As a token resolution, with no evidence presented, no debate on the merits, and an explicit disclaimer of its use in claims against the U.S., Public Law 103-150 cannot possibly be considered as an official finding of the Congress that trumps the Morgan Report.
In terms of the Apology Bill, this clearly indicates that the clauses in the whereas section are not findings of fact, but conditions upon which the apology is given.

Washington, DC (JBANC) --- The United States Senate has passed a non-binding concurrent resolution on May 19 asking that the Russian Federation issue a clear and unambiguous statement admitting and condemning the illegal occupation and annexation from 1940 to 1991 of Estonia, Latvia, and Lithuania.
Reintroduced on May 19 as Senate Concurrent Resolution 35 by Senate Baltic Freedom Caucus co-chairman Gordon Smith (R-OR), it was co-sponsored by Democratic Senators Richard Durbin of Illinois and Dianne Feinstein of California.
The companion legislation, House Concurrent Resolution 128, was referred to the House International Relations Committee after being introduced on April 12 by House Baltic Caucus co-chairman John Shimkus (R-IL).

We're glad that one senator from Texas will be on the record supporting the U.S. Senate's apology for failing to pass anti-lynching laws that might have spared thousands of African Americans from mob violence.
An apology for that outrage is long overdue.
We're glad for the change of heart on the apology, whether it was motivated by politics or by conscience.
