Apostolic Nuncio to Kuwait His Grace Archbishop Giuseppe De Andrea, officially presented his Letters of Credence to Acting Prime Minister and Foreign Minister of the State of Kuwait Sheikh Sabah Al-Ahmad Al-Sabah.
The Apostolic Nunciature (Vatican Embassy) in Kuwait, while condemning and rejecting all forms of terrorism and all acts of violence, expresses deep condolences and kind sympathies to the families of the victims and the injured in the recent terrorist attacks in the USA.
A bishop, however, who is not charged with the governance of an established diocese, such as Apostolic Vicars and Apostolic Nuncios, receive the title of an ancient diocese that in the course of centuries has ceased to exist.

The Apostolic Nunciature in Manila announced Tuesday that Bacani would not be in charge of any diocese but would remain a bishop.
Apostolic Nuncio Antonio Franco said that Pope John Paul II had accepted the resignation of Bacani "in accordance with Canon 401 Section 2 of the Code of Canon Law."
The Nunciature, however, stressed that Bacani was not "requested" to tender his resignation, and that the appointment of Bishop Tobias to replace Bacani was "nothing more than a normal administrative provision."

Canon 364 defines the duties of a legate: "to send information to the Apostolic See on the conditions of the particular churches...; to assist the bishops by action and counsel, while leaving intact the exercise of the bishops' legitimate power; to foster close relationships with the conference of bishops...

Cardinal Cassidy's first posting was to the Apostolic Internunciature in India (1955-1962), followed by five years with the Apostolic Nunciature in Dublin (1962 to 1967); two years in El Salvador (1967 to 1969), and a year in Argentina.
In 1979 he relinquished these posts when he was appointed Apostolic Delegate to Southern Africa and Apostolic Pro-Nuncio to Lesotho, a post he held until 1984 when he was transferred to The Hague as Apostolic Pro-Nuncio to the Netherlands.
