Really, it seems to me that there are perfectly reasonable explanations for wizards failing to consider apparating as an option in all of the examples that Cindy originally cited.
Apparating does not help you if you are ambushed or otherwise taken by surprise because, um, well, isn't that the whole point of being taken by surprise?

The message that these ordinary wizards can apparate together with the fact that wizards take their apparation test at the age of 17, suggests to me that Apparation is a readily acquirable skill (similar to our driving test which British muggles can also take from the age of 17).
And as for Percy showing off by apparating up and down the stairs, I had always imagined that this was "showing off" not because it is really all that difficult a skill for normal adult wizards who have been doing it for years, but because Percy is only seventeen.
Perhaps JKR invented "splinching" and other apparation mistakes (Charlie landing 5 miles from his destination during his test) to explain why apparation is not the only mode of transport - so that broomsticks, the Knight Bus and Ministry cars could be convincingly used.

The person disapparates AND THEN apparates, so since they are part of the same process you can interchange precise events.

 Discussion: Who feels like Side-Along Apparition was invented strictly for HBP?
Apparating alone seems dangerous to the unskilled witch or wizard.
All those times in the past that they told him he could not apparate because he is too young and all of a sudden he everyone is told to do it by ministry pamphlets if they get into trouble and Harry does it with Dumbledore.
Perhaps apparation can be traced/detected and seeing as though the headquarters is supposed to be a secret I doubt they would use a method of travel that the Ministry can detect.

Variations in description of apparations, could just be that, as opposed to variations in the actual phenomonom.
Or the difference (if there is one) from person to person may be a matter of personality (ie like different styles of hand writing), or a result of ability  or even caused by physical attributes (ie someone bigger might make more noise, because there is a greater displacement of air/mass).
Yay for apparation sounds...i think i would make a 'splash' sound...no for real i think that the power of the person has something to do with it...the better you are the more silent??

Well, they are returning home, but they didn't get there by apparating so it is actually the first part of the /magical / journey so they should actually be apparating.

Clearly, if Ministry employees constantly apparate to and from the Ministry, there are no anti-apparation wards on at least the Atrium.
Sure he went to the Atrium to kill Harry, but there was no problem Apparating out of there so he had no risk of being trapped.
Ok, while I'll admit that your evidence is compelling and points to the fact that wizards can't apparate into areas of the Ministry other than the Atrium, I still think that the Death Eaters apparated into the Department of Mysteries.

They organise the Portkeys and make sure that the people who are apparating have a licence.
