An appeal play is a play in which the umpire may not make a call until the player brings it to his attention.
Appeals must be made before the next pitch, legal or illegal or before all infielders and the pitcher have left their position after the third (3rd) out.
To put the ball back in play after it became dead, the pitcher must have possession of the ball, be within eight feet (8') of the pitcher’s plate and the umpire calls “Play Ball”.

 Federation Appeal Rule
The defense must appeal an infraction before the next pitch, legal or illegal; at the end of an inning, they must appeal before the pitcher and all infielders have left fair territory; at the end of the game, they must appeal before the umpires have left the field of play.
Once play has ceased, the defensive player, with the ball in his possession, may touch the base missed or left early, or tag the runner committing the violation, announcing to the umpire that number "18" left early or whatever the appeal concerns.
An appeal cannot be honored until all play has ceased if the ball is alive or when base runners have had their opportunity to complete their base running obligations when the ball is dead.

APPEAL is an act of a fielder in claiming violation of the rules by the offensive team.
The play was part of continuous action after the hit, therefore, the defense may appeal the infraction at second.
An appeal should be clearly intended as an appeal, either by a verbal request by the player or an act that unmistakably indicates to the umpire that it is an appeal.

The Official Forum - ASA appeal play
Posted by oppool on Feb 23rd, 2001 07:48 PM I was reading some OBR in which it stated an appeal to a base where more than one runner had passed the fielder must identify which runner is being appealed.
The defense is appealing a violation during a certain part of the play.
Also, while ASA does give the umpire discretion to ignore appeals if he judges them to be merely guessing, a team does NOT lose it's right to appeal if they are incorrect on their first request.

Rutherford Little League Base Umpiring, 1999
The traditional appeal is for the pitcher to get the ball on the mound, wait for a batter, make sure the ball is in play, and then step off the mound and throw the ball to the base he suspects the runner missed.
An appeal is not to be interpreted as a play or an attempted play.
The appeal is still valid if the defense makes no other play, but if the pitcher is distracted and throws to second base, that's a new play and the appeal is off.
