When Dashboard is activated, the screen dims and the active Dashboard widgets swoop in from all sides of the screen.
The Dashboard interface itself is pretty wacky: the widget drawer that seems hidden "under the screen," the weird, twisty "x" button, the strange animations...it's all very odd.

Dashboard is an application for Apple Computer's Mac OS X 10.4 operating system, "Tiger," used for hosting mini-applications known as widgets.

If Apple fixed things over time, I'd be easier on them; but things like the Dock, Expose, Finder, and Tiger in general proves that after 4 years and 4 revisions, they have no interest in fixing things that are broken; instead they're too busy marking the next new feature.
Some think Dashboard is a rip-off of Konfabulator, but there are enough differences that even if the scope and functionality is very similar, the implementation is substantially different enough that Apple deserves the benefit of the doubt.
Apple's lack of architecting is artificially limiting code to individual interface modes, and making users lives more difficult.

Just to prove a point that there are many ways to think about this new feature, here's another take on what Dashboard is. From a browser geek's perspective, the Dashboard is a collection of HTML sidebar panels liberated from the browser window and placed anywhere on your screen.
I'll be talking about both Dashboard and Safari RSS a lot more in depth (primarily from the perspective of all the new open source WebCore features that were added to support these two new features) once I've gotten some sleep.
Apple's own web site says "build your own widgets using the JavaScript language", but that's sort of misleading.

Considering that the discovery of the program on Apple’s Developer Tools disc confirms that it is indeed an Apple application, it shouldn’t be long before Apple Legal unleashes their wrath upon the people who are hosting it.
Maybe it wasn’t apple at all, it appears to be running the preview widgets with an internal dashboard, apple would use the real thing.
I would assume that it’s easier to bundle a modified Dashboard application than it is to write a method of launching a widget outside of the Dashboard layer into the opperating system.

I'm a lawyer (and I don't work for Apple) and disagree with your reading of the rules and your suggestion that a developer would be "stupid" to enter the contest and that the rules give Apple the right "to do anything" with the author's ip.
Apple's use of the IP is limited to "reprint, display, reproduce, perform, and exhibit" the widget for advertizing and promotion of the contest and their technology.
