The Library GPL was renamed to the Lesser General Public License in 1999.
In April 2004 the Netfilter/iptables project was granted a preliminary injunction against Sitecom Germany by Munich District Court after Sitecom refused to desist from distributing Netfilter's GPL'ed software, allegedly in violation of the terms of the GPL.

Bob Housley noted a number of upcoming shows and symposiums resulting in an active calendar for April and May, and it was noted that the bulletin calendar incorrectly shows our April meeting date as April 7 when the correct date is April 14.
Ron Thacker requested that materials for the bulletin be submitted no later than the 20th of the month in order for the bulletin to be published and mailed to members on the first of the month.
April 29-30 we will be visiting one of my favorite collecting locations, Crystal Ridge and surrounding area in the Inyo mountains.

On Monday, April 5, 1999, the Animal Liberation Front (ALF) claimed responsibility for a break-in at two buildings at the University of Minnesota during the previous night.
On January 28, 1999, a petition of the Alternatives Research and Development Foundation (ARDF) and four individuals asking that rats, mice and birds be included in the definition of "animal(s)" covered by federal Animal Welfare Act regulations was published in the Federal Register by USDA.
On March 9, 1999, the ARDF filed suit in U.S. District Court for the District of Columbia against USDA, demanding that rats, mice and birds be covered under current AWA regulations.

Our dues are due in April, our officers are installed in June, our meetings start in September, and new members' dues are prorated starting in January.
She calligraphed the invitation and poster for the 1994 Spring Exhibit and has been an award winning contributor in many of the Guild exhibits and has been a regular contributor to the newsletter, as a well as a cover artist.
The decision may be know by the April meeting, but definitely it will be know and published in the May newsletter.

 Reality and Chimeras in the Preservation of Electronic Records
In this brief note, I will examine why a proposed "emulation" approach does not adequately address the problems of maintaining electronic records, won't work as a strategy, and may encourage potentially dangerous wishful thinking.
In January 1999, the Council on Library and Information Resources published a paper by Jeff Rothenberg as "the first in a series" of papers on preserving digital information.
As a matter of public policy, it is important to state that emulation is not a viable approach to preservation at this time and to note that even Rothenberg does not suggest that it is. Electronic records that are not moved out of obsolete hardware and software environments are very likely to die with them.

In March 1999, Microsoft commissioned Mindcraft to carry out a comparison between NT and Linux showing that NT was 2 to 3 times faster than Linux.
Also, Mindcraft's April 13th press release neglected to mention that Microsoft sponsored the Mindcraft benchmarks, that the tests were carried out at a Microsoft lab, and that Mindcraft had access to the highest level of NT support imaginable.
On 26 April 2000, kumon@flab.fujitsu.co.jp posted benchmark results in Linux-Kernel with and without the lock_kernel() in poll().

Hence one finds poetry, humor (especially the April 1 RFCs which are as funny today as they were when they were published), and reprints of valuable reference material mixed into the documents prepared by the network working groups.
It is in that spirit that this remembrance is offered, and in particular, in memory of our much loved colleague, Jon Postel, without whose personal commitment to this archive, the story might have been vastly different and not nearly as remarkable.
The second RFC was published on April 9, 1969 by Bill Duvall of SRI International (then called Stanford Research Institute or SRI), and it too was entitled "Host Software".

There is currently underway a review of existing DC community practice, the goal of which will be to identify qualifiers now in use and propose a set of qualifier values that may be adopted to promote interoperability.
The Data Model working group has been engaged in the task of identifying a common structural expression of qualifiers such that qualification objectives may be accomplished; a formal report of their efforts is scheduled for release in May of 1999.
An early report on the expected benefits and problems of this effort has been published [ BEARMAN 1999 ], and the work continues as an exploratory effort to bring together the underlying models of two systems with different goals and approaches.

On April 17, Westwood One will offer the last newscast to bear the "Mutual" name, some 65 years after the network first went on the air.
If only a few of them were April Fools jokes...but the only joke right now seems to be the one being played on newsroom after newsroom -- and on the listeners who will eventually stop thinking of commercial radio for substantial news coverage of any sort.
