Arabella Doreen Figg, better known simply as Mrs Figg, is a fictional character in J.
Though she maintains a good Muggle cover, Mrs Figg is actually a Squib (notably, she shares her first and last initial with the other Squib featured in canon, Argus Filch, who is also devoted to a cat of his own, Mrs.
However, Mrs Figg was familiar with the negative feelings caused by those creatures, so she was able to testify on Harry's behalf before the Wizengamot without committing perjury, although she apparently lied about being able to see the Dementors.

Now we all know that Arabella Figg is a Squib, but a squib is born by a witch and/or wizard, and there is never any talk of her relatives or family background.
Also we know that arabella has some special cats, and in order of the phoenix, we found out that she is able to communicate with her cats when she testifies about the dementor attack on dudley and harry.
Arabella was a character in the novel, "Jude the Obscure." "Jude the Obscure," concerns a real group of people who were living in England in the 1880s, that the government knew nothing about.

Arabella Figg sent him an owl, and we know owls travel fairly quickly because owls from the MoM, Arthur Weasley, and Sirius arrived very soon after Harry conjured a Patronus at the beginning of OP.
The reason this blows my original Figg theory is that Wormtail would, of course, know that Arabella had been given the Potters' location, and he would have killed her first so she wouldn't be able to interfere once Voldemort and Wormtail arrived at the Potters' house.
It is still possible that Arabella was monitoring the general area, heard/saw the destruction of the house, went in far enough to see James's body, and then sent an owl to Dumbledore saying she thought the Potters were all dead.

I don't have any problem with Arabella Figg having a personality like poisoned honey, I think that much about her is made perfectly clear in PS/SS.As for the picture, yes it's a lady, no, she's not oriental.
The one on the left, could probably be Arabella Figg, she might've disguised herself as an old woman, in the form of a Polyjuice Potion (remember, her house smelled like cabbages).
Figg and Moody will probably be at Hogwarts with Lupin and Black (as a dog) to provide as extra protection while Figg is the DADA teacher.

Figg, she's such a fun character and I love the way Jo slipped her in early in the books and then made her more important later on.
