A national identification number is used by the governments of many countries as a means of tracking their citizens, permanent residents, and temporary residents for the purposes of work, taxation, government benefits, health care, and other governmentally-related functions.
The first three numbers of the personal number (i.e., the seventh to ninth in the full number) are called the individual number; a number between 000 and 499 indicates that the person was born between 1900 and 1999, a number between 500 and 750 indicates that the person was born between 1850 and 1899.
The number is stylised as LL NN NN NN L, for example AA 01 23 44 B. Each baby born in the UK is issued a National Health Service Number, taking the form NNN-NNN-NNNN, for example 122-762-9255 (the last number being a check digit, not correct in the example [3]).

 Introduction to Arithmetic: Numbers and History of Numbers
Many cultures throughout history have represented numbers by repetitions of a vertical or horizontal stroke, 1 by one stroke, 2 by two strokes, etc. In various forms of speech the number five is expressed by the word "hand" or "the hand finished", and ten by "two hands" or "two hands finished".
The numerical notation for small numbers was quite simple; one was represented by a short, straight, vertical stroke, or wedge, two to nine by two to nine short strokes, 10 by an angle, and 100 by a short vertical wedge followed by a short horizontal wedge (see Diagram 4).
For example, the Arabic number 3608 could be represented by the symbol for 3600 followed by the symbols for 0 and 8, as in Diagram 5.

In Arabic numbers, we only have ten symbols (0123456789) which can give any number however large, although the bigger numbers get quite long.
I think that this is because half of the numbers are upside down, since they follow the edge of the clock face round.
