The decision by Riyadh, Saudi Arabia-based Arabsat, which is expected to be confirmed Oct. 21 with a formal contract announcement, is the first publicly acknowledged example of a U.S. manufacturer being shut out of a commercial satellite contract because of the country’s tough export rules.
Mohammad Omran, an Arabsat board member and also chairman of Thuraya Satellite Telecommunications Co. of Abu Dhabi, said that while the bids from Lockheed Martin Commercial Space Systems and EADS Astrium were close in most other respects, the decisive factor was Arabsat concern about future difficulties related to U.S. technology-export law.
And during the recent competition for the Arabsat 4A and 4B satellites, U.S. authorities suggested to Arabsat that several Arabsat employees would be barred from access to technical data on the satellites.

Khalid Balkhiyur, Executive President of the Arab Satellite Communications Organization (ARABSAT), affirmed to Asharq al-Awsat that ARABSAT is comfortable with all the precautionary measures taken by Astrium, the French manufacturer of Badr-4 Satellite, before the scheduled launch of the satellite on Wednesday evening from the Baikonur base in Kazakhstan using the Proton Breeze M rocket.
He stressed that ARABSAT had completed a settlement with the insurance firms related to the previous satellite, which went off course because of the existence of small particles in fuel that had made the fuel run out.
ARABSAT has received the insurance value in full and allocated $500-800 million to manufacture three satellites to meet the growing demands for satellite capacity and protect customers should, God forbid, any of the satellites are lost.

Many analogue channels and multiplexes were relocated to Arabsat 2A, because of the failure.
Arabsat 3A, an Alcatel Spacebus 3000 spacecraft, was launched 26 February 1999 and co-located with Arabsat 2A at 26°E. The satellite had an expected design life of 13 years, so should not have been expected to be replaced until 2012.
PAS 5 itself is in trouble - it had to be replaced by a backup due to solar panel degradation which left it short of power during the eclipse periods.

According to Russian space officials a Proton-M rocket has successfully launched the Arabsat 4B satellite and Badr 4 satellite attached to the Breeze-M upper stage, from the Baikonur launch facility in Kazakhstan.
