Encyclopedia of Arda: Aratar   (Site not responding. Last check: 2007-10-31)
"Among [the Valar] Nine were of chief power and reverence; but one is removed from their number, and Eight remain, the Aratar, the High Ones of Arda..."
Though Manwë; was held to be the High King of Arda, all these eight were held in equal reverence, and were said to possess a majesty that surpassed even the other Valar.
It seems clear from the quotation above that the Aratar were originally nine, and included Melkor (probably as the greatest of them), but he was removed from this 'order' after his rebellion.

The Fellowship, led by Gandalf is made up of the races of Middle-Earth, much as the Legion, led by Alric, consists of Berserks, Dwarfs, Humans and fir'Bolg.
Interesting to note, too that the nine (counting Melkor) greatest of the Valar were called the Aratar or 'The Exalted'.
The Valar were spirits made flesh sent to bring order to the world and later to fight the evil of Melkor.
