Area code 310 is a California telephone area code which was split from Area code 213 on (November 2, 1991).
The south and east portions of 310 (roughly the Gateway Cities area of Los Angeles County from Long Beach to Whittier) became the 562 area code on (January 25, 1997).
Area code 310 is roughly coterminous with West Los Angeles and the South Bay area of Los Angeles County including offshore Catalina Island, located 40km.

The permissive dialing period to introduce the new San Diego County area code must be introduced by the end of June 1999, according to the CNCA.

The growth of area codes have a number of practical implications in people's every day lives as phone users are forced to adapt to new dialing habits, re-program their telephone devices, dial more calls using 11 digits rather than the traditional 7, and more.
The growth in the demand for new area codes can be attributed to three basic realities: First, deregulation and the emergence of new telephone companies has dramatically increased the demand for new telephone numbers, as these new companies all need their own numbers to sell to customers.
The rationale is that incumbent companies serving the existing area code shouldn't have an "advantage" (allowing people to continue to dial 7 digits) over companies that have to hand out numbers in the new area code that require users to dial 11 digits in order to dial into the old area code.

As area code 310 continues to run out of numbers, the Federal Communications Commission (FCC) will soon have to decide if some residents of the South Bay will be given a different 3 number area code and if every resident of the South Bay will have to dial ten digits.
Commissioner Michael Copps, one of the five FCC Commissioners who will decide the fate of the 310 area code and of ten-digit dialing, flew in from Washington, DC at the request of Congresswoman Harman to hear from senior citizens, residents and small business owners about the potential impact of an area code split.
Provide a new code for items, such as hand held e-mail devices, computers and ATM machines, where the phone number is not even known to the user.

An alternative would be to split the area geographically, with one part continuing to use 310 and the other getting a new area code.

If the PUC doesn't have the information on how many numbers are currently in use by company broken down by prefix in the 310 area code, please request such information from each telephone company providing service in the 310 area code and provide me with each company's response as soon as possible.
One of the reasons why numbers are being exhausted so rapidly within a given area code is because within the area code, there is a limitation on how numbers can be used within prefixes.
I'm well aware that the PUC has adopted overlay plans for the 408, 415, 510, and 650 area codes, the first of which is scheduled to be implement in October 1999.
