		In telephony, especially in North America, an overlay plan is the practice of introducing a new area code by applying it onto a geographic area that is already occupied by one or more existing area codes, resulting in two (or more) area codes serving the same area.
		The practice of instituting an area code split has become much more costly because of various business or administrative inconveniences to customers, such as changes in stationery, advertising, and otherwise communicating and remembering the number change among friends and customers.
		Area code 564, originally planned for introduction in October 2001, was cancelled in August 2001 after state regulators determined that the existing number pool had begun to be used more efficiently.

		This means that existing customers will not have to change their phone numbers, but everyone in the area will have to dial 10 numbers (area code plus local phone number) every time they make a local call.

	Washington State Postpones 564 Overlay of 360
		The new 564 area code overlay and accompanying 10-digit local dialing had been scheduled to take effect on July 29, but in a unanimous decision, the Washington Utilities and Transportation Commission (UTC) determined that existing prefixes in 360 could be used for an additional six months.
		Last September, the WUTC accepted the telecommunications industry plan to introduce a new area code for the 360 region of Western Washington because the industry was running out of three-digit telephone prefixes.
		All existing phone numbers would retain the 360 area code but all new or additional phone lines would be assigned the new area code of 564.
