Joe Cocke, NANPA's senior area code relief planner for the Western Region, including California, said the introduction of the two new area codes is needed to meet the rapidly growing demand for additional telephone numbers in the 909 area code and across the state.
In addition, the CPUC approved an overlay for the 714 area code; the new code is 657, and begins October 7, 2000.
Area code relief activities for the 909, 951 and 752 area codes are administered by CIS, which was selected by the Federal Communications Commission (FCC) to serve as the NANPA.

 Cracking the Code
Indeed, the 213 area code reigned supreme in Los Angeles County, and throughout Southern California, from 1947 to 1984, when it finally surrendered the San Fernando and San Gabriel valleys to the 818 area code.
Although the 805 area code remains in the western half of the split and includes the cities of Ventura and Santa Barbara, residents east of the dividing line are getting acquainted with their new 661 area code.
As for other areas of Northern California, public utility officials are currently weighing a split or an overlay in the 650 area code, while studies are underway for the area codes 925, 916 and 707.

The other new area code -- 752 -- will be an overlay area code added to the remaining northern section of the 909 area code, which serves the western portion of San Bernardino County and the eastern portion of Los Angeles County.
Customers in the new 951 area code will still be able to make calls to other numbers in the 951 area code by dialing just the seven- digit number.
Phase Two of the relief plan is the overlay area code -- 752 -- which will be introduced to the northern portion of the 909 area during a formal nine-month permissive dialing period, which begins Feb. 12, 2000, and runs through November 4, 2000.

The supply of new phone numbers in the 909 area code, which is currently used in parts of Riverside, San Bernardino and Los Angeles counties, is so low that another area code must be added to the area to make more phone numbers available.
On October 30, 2004, the 951 area code must be used on calls placed from phones outside the new area code or the call will not go through.
Likewise consumers in the 951 area code must program their machines to add 909 to the phone numbers remaining in the 909 area code.

The "life span" of the 909 area code before phone numbers are exhausted is estimated to be seven years and 12 years for the new 951 area code.

In 2000, the PUC suspended plans to change the 909 area code; however, in June 2002, the North American Numbering Plan Administrator (NANPA) filed with the Commission proposals for a new area code in the 909 territory.
