Lijphart is best known for his work on consociationalism, or the ways in which segmented societies manage to sustain democracy through power-sharing, which was based on his first major work, The Politics of Accommodation, a study of the Dutch political system.
In, Patterns of Democracy - Government Forms and Performance in Thirty-Six Countries (1999) Lijphart constructs ten basic variables through which an analysis of thirty-six democracies is made possible: party systems, cabinets, executive power, electoral systems, interest groups, decentralization, and division of legislative power, constitutions, judicial review, and central banks.

Arend Lijphart is the author of seminal work on the political consequences of electoral systems and on the logic of constitutional design, whose work on mechanisms for power-sharing has world-wide visibility and an influence that has extended far beyond academic circles (particularly in South Africa).
On the other hand, Lijphart has also viewed institutions primarily as constraints on outcomes, as in his work on the effects of electoral system on party proliferation and on political inclusion,(18) and, in his most recent work, he has begun to look more closely at the policy consequences of various types of institutional choices.
I see Arend's importance in political science in the 1990s and in the next century as parallel to Bill Riker's importance in the 1970s and 1980s:(46) nurturing a cadre of scholars who will continue the style of research of which Arend has been a premier exponent, as will their students after them.

I apply this reformulated theory to the case of Czechoslovakia and argue that rather than accepting the high decision-making and indirect-external costs that would be borne by society under a consociational system, Václav Klaus, the winner of the 1992 election in the Czech region, choose the breakup of the state.
Lijphart does not give us any substantive indication of why some polities will form consociational systems and why others do not except by implying that the elites simply did not make that choice.
