During the transition period, ALF was intensively engaged to establish democratic institutions, health and educational facilities and other economic and social institutions that could benefit the Afar people and thereby create a conducive environment to conduct the forthcoming regional election.
TPLF was attempting in these two zones not only to enhance the activities of their puppet organization, Afar Peoples Democratic Organization (APDO) but also to pave the way to incorporate these two zones of Afar region in Tigray to complete their long standing undeclared aspirations and process of confiscation of Afar land.
We call on the international community to use all the necessary means at their disposal to pressure TPLF from leading the country into the brink of war, thus destabilizing Ethiopia in particular and the Horn of Africa in general.

For logistical reasons, elections for 23 national constituencies in the regional state of Somali were held separately on 21 August 2005.
On 6 June, the National Electoral Board announced that the final results, scheduled for 8 June, would be delayed for one month in order to deal with complaints that had been lodged by parties in 299 constituencies.
The CUD was an electoral coalition recognized by the National Electoral Bureau of Ethiopia (NEBE) for purposes of the 15 May 2005 election, which, according the NEBE, had not continued functioning after the elections.

The regional parties in Afar, Benishangul-Gumuz and Gambella have won the required seats to form their respective governments, while a coalition government by HNL and OPDO would be formed in Harari region as there is no one party that won a majority seat of the regional council, Kemal stated.

Donors are providing the National Election Board of Ethiopia (NEBE) with the facility to offer support to political parties, coalitions and independent candidates contesting the 15 May 2005 elections to the House of Federal Representatives.
The NEBE has established, with the agreement of donors, a formula for each political party/coalition to receive a cash-value allocation for goods and services related to election campaigning.
