The cost of Arizona's new system is being paid for largely by the 911 taxes on consumer phone bills.
Dispatchers have been able to electronically pinpoint the locations of 911 calls from telephone land lines for years, but authorities said the cell phone tracking systems will speed emergency response times and could save lives.
