The areas are the Little Rock/North Little Rock Metropolitan Statistical Area (MSA), which includes Faulkner, Lonoke, Pulaski and Saline Counties, and the Tennessee/Arkansas/Mississippi Consolidated Metropolitan Statistical Area (CMSA), which includes Crittenden County in Arkansas, plus the Memphis, Tennessee area and parts of northern Mississippi.
Based on recent air quality sampling, it is anticipated that two areas in Arkansas will have to be designated as non-attainment areas for ozone.
A recommendation on non-attainment area designations from Governor Huckabee to the U.S. Environmental Protection Agency is due by July 15.

 Arkansas’ Federal Officials Demand Answers from EPA Over Ozone Classification for Crittenden County
States and local areas that exceed new ozone standards laid out by the EPA are classified in a category of "non-attainment.” Crittenden County in east Arkansas, which is considered part of the Memphis Metropolitan Statistical Area (MSA), has been given a "non-attainment designation."
Three members of the Arkansas Congressional Delegation today demanded that Environmental Protection Agency (EPA) Administrator Mike Leavitt re-examine his agency’s findings that hold Crittenden County, Arkansas, in violation of federal ozone standards.
Furthermore, by excluding other nearby counties within the Memphis Metropolitan Statistical Area (MMSA) from the new 8-Hour Ozone Standard, the EPA has created a disincentive for outside businesses to invest in Crittenden County.
