It is located mostly in Northern Virginia, although a short section near the Arlington Memorial Bridge passes over Columbia Island, which is within the city limits of Washington, D.C. It is in two sections, joined by Washington Street (Virginia State Highway 400) in Alexandria, Virginia.
The cloverleaf interchange with the 14th Street Bridge, dating to 1932, is one of the oldest cloverleaf interchanges in the United States.
The parkways on the two sides of the river were originally supposed to be joined by a bridge at the Great Falls of the Potomac River.

Although plans for the bridge were first proposed in 1901, it was not until 1921 that decisive action was taken—and only after President Warren G. Harding and numerous other dignitaries were caught in a three-hour traffic jam on the old wooden bridge en route to the dedication of the Tomb of the Unknown Soldier.
Notice that the memorial’s bronze cranes, nestled side-by-side, are held flush to the sides of the base by an incuse strand of barbed wire.
Although this memorial was not dedicated until the end of the 20th century, as early as 1782 at least one woman deserved to be recognized for service to her country.
