The Assembly is concerned about the critical situation of the Aromanian culture and language, which have existed for over two thousand years in the Balkan peninsula.
Whereas there were over 500 000 Aromanian speakers at the beginning of the 20th century, there are now only about the half that number, dispersed through Albania, Bulgaria, Greece, "the former Yugoslav Republic of Macedonia" and Serbia, which are their home countries, as well as Romania, Germany, the United States of America and Australia.
The Aromanian language and culture are facing a similar fate to that of many European cultures which are becoming or have become extinct.

 Download IMSL C Numerical Libraries
This makes Visual Basic a language with a large presence in the application development market and one that would benefit from the technical expertise currently available in other libraries.
Calling the IMSL C Numerical Libraries (CNL) from Visual Basic is largely a matter of addressing the constraints each language places on the mechanism for passing data in and out of subroutines.
The optimal method for addressing these issues is to use an intermediate library written in the native language of the library.

From the Book During war language is censored, encrypted, and euphemized; imperatives replace dialogue, and nations communicate their intentions most dramatically through the use of injury rather than symbol; talks are broken off, individuals are reduced to silence by traumatic experience, and witnesses are exterminated.
For those who believe that language defines thought and law and culture (as Dawes does), war tortures language to such a degree that it must be reconstructed (in literature) after the war's end to return to a sense of moral meaning to life.
Further, he seems to believe in an idealistic precision of language, and is perplexed, not by change, but by the twists of ambiguity that war engenders.

WASHINGTON — Nearly one-fifth of America's school-age children speak a language other than English at home, says a Census Bureau report that also shows more than 13.3 million immigrants landed in the United States between 1990 and 2000.
The numbers reflect youngsters, age 5 to 17, who receive most of their formal education in English but speak a second language with their families: about 9.8 million, or 18 percent of that group, compared with 14 percent in the 1990 census.
Close to seven in 10 of the children spoke Spanish at home, the 2000 survey found, and two-thirds of that group rated themselves as speaking English very well.
