In the last entry I posted from Gunsmith W., he stressed that velocity, not bullet composition, was the primary requirement for a projectile to be "armor piercing".
Reactive armor is designed to direct the blast of a HEAT round fired by another tank or TOW-armed Humvee away from the tank via another explosion.
If you have spaced armor, with the slope different, you get the effect of turning the penetrator even more, and with clever design, the second layer of armor either puts enough bend into the penetrator to break it, or the penetrator strikes the second layer sideways.
