Roger C. Schultz, chief of the Army National Guard, testified that recruiting for Guard forces for the first quarter of the fiscal year was 80.5 percent of the goal, and that 56 percent of the desired number of soldiers signed up in January.
The Army Reserve, which is short 7,000 officers, is expanding its recruiting force by about 80 percent, to 1,800, Helmly said.

WASHINGTON — The chief of the U.S. Army Reserve is taking the unusual step of warning all 205,000 soldiers under his command that the Army Reserve is "on a war footing" and will need to take tough measures to meet commitments in Iraq and Afghanistan.
He also instructed Army Reserve commanders to enforce fitness standards to make sure all reservists can be deployed overseas, and cut headquarters staffs to shift able-bodied troops to field units that might be called up.
As of last week, there were 128,568 Army Guard and Army Reserve troops on active duty in the United States and overseas, including about 60,000 from the Army Reserve — about a third of the entire Army Reserve.

WASHINGTON - The Army Reserve, whose part time soldiers serve in combat and support roles in Iraq and Afghanistan, is so hampered by misguided Army policies and practices that it is "rapidly degenerating into a 'broken' force," the Reserve's most senior general says.
James R. Helmly, chief of the Army Reserve, wrote in an internal memorandum to the Army's top uniformed officer that the Reserve has reached the point of being unable to fulfill its missions in Iraq and Afghanistan and to regenerate its forces for future missions.
The Army Reserve's ability to regenerate its recently deployed forces is "eroding daily," he added, in part because Reserve troops who finish tours in Iraq and Afghanistan are required to leave substantial amounts of their equipment for other forces and for contractors.
