Army leaders whole-heartedly supported these measures in FY 1989, but they cautioned that such measures should be part of an integrated national security strategy that did not inadvertently reduce the Army's ability to carry out its strategic missions.

The National Guard and the Army Reserve are both part-time forces--but whereas the Guard reports to the governors during peacetime, members of the Army Reserve are federal soldiers.
Those differences result partly because the reserve component relies on the active Army for such institutional functions as developing and purchasing equipment, formulating doctrine, and performing other administrative tasks, and partly because members of the reserves remain assigned to their units even when they are temporarily unavailable, such as when they are attending school.
In this study, the term "reserve" refers to all members of the Army National Guard and the Army Reserve (including full-time members and those part-time members who drill regularly in peacetime and are known as selected reservists).

For the Air Force, students must finish their baccalaureate degree and all other requirements for commissioning by the time they are 29.5 years old if they are programmed for flight training; up to 34 years old with waiver if programmed for other than flight training.
All ROTC program students must have a cumulative GPA of 2.0 or better, pass all military aptitude tests as required, be physically qualified, be enrolled as a full-time student, and be approved by the Professor of Military Science, or Professor of Aerospace Studies, as appropriate.
Both Army and Air Force ROTC scholarships provide textbook reimbursement, tuition, and fees as well as a monthly allowance of $300 for freshmen, $350 for sophomores, $450 for juniors, and $500 for seniors.
