Quality of Army recruits remains high
This stands in sharp contrast to the late 1970s, when as many as 45 percent of Army recruits could be drawn from category 4.
Congress imposed a cap of 25 percent of new recruits in that category in fiscal 1981, then lowered the ceiling to 20 percent in fiscal 1983, according to Bob Clark, DoD's assistant director for accessions policy.
As of June 30, the Army had exceeded its year-to-date active-duty recruiting goal by 4 percent.

The Army and Army Reserve increased new soldiers' signing bonuses for some jobs, raised the maximum age for enlistees and stopped some soldiers from retiring.
A recent government report says many military recruiters were unhappy with their jobs and that recruiting violations - such as instructing applicants not to disclose medical conditions - increased 50 percent in one year.
Though the Army has not announced a decision on whether it will continue the experiment with private recruiters, which was mandated by Congress and operates only as a pilot program, it appears to be moving in that direction.

Recruits lock in an amount at the end of the process, when they're sitting alone with a job counselor at a local processing station, before they sign their final contract.
Hilferty, the Army spokesman at the Pentagon, said the Army's job and incentive system "works best when it fills needed skills with soldiers." He said the Army would give out $207 million in bonuses this year, after receiving supplement funding up from the $141 million originally budgeted.

 Chapter 7: Personnel - DAHSUM FY 1984
Total Army recruiting succeeded in FY 84 as the U.S. Army Recruiting Command (Active Army and Army Reserve) and the In-Service Recruiting Program (Army Reserve) met their total accession objectives, while the ARNG met its objectives only partially during the year.
Moreover, the Army implemented yet another qualitative yardstick by establishing the objective of obtaining 63 percent of its non-prior service recruits from those applicants who scored in the upper half of the AFQT tested population (AFQT Category I-III A).
The Army achieved 8 percent of this goal and placed 45,000 positions under evaluation for coverage by the end of FY 84.
