The base extends from Woods Reservoir and the Elk River on the south to the city of Manchester on the north.
The base is bounded on the west by State Route 55, the city of Tullahoma, and alternate U.S. Route 41, and on the east by Interstate 24 (CH2MHill, 1995; AAFB, 1998; Munda, 1999a).
AAFB was proposed for listing on the National Priorities List on August 23, 1994.

 Howard Air Force Base
The Air Force continued to use Howard as a deployment site for joint training exercises during the 1950's and by December 1961 all USAF flying operations in Panama relocated to Howard.
On Oct. 1, 1963 the Air Force officially reclaimed Howard from the Army and the base has played the central role in US military operations in Latin America ever since, largely due to its 8500-foot runway and its status as the only jet capable US air field south of the Rio Grande.
Howard Air Force Base, along with the neighboring Fort Kobbe and the Farfan residential zone, were turned over to the Panamanian government in late 1999 as part of a treaty that will transfer all canal operations to the Central American country by the end of the year.

He initially enlisted in the Air Force and later was commissionsioned as a second lieutenant through the aviation cadet program, receiving his pilot wings in February 1955 at Vance Air Force Base, OK. His first assignment was with the 303rd Air Refueling Squadron, Davis-Monthan Air Force base, AZ, as a KC-97 pilot.
In December 1958 the general was assigned to Castle Air Force Base, CA, for KC-135 combat crew training and upon completion was assigned as an EC-135 and KC-135 pilot with the 34th Air Fefueling Squadron at Offut Air Force Base, NE, until August 1965.
After graduating from Air Command and Staff College in July 1966, General Hansen was assigned to the Air Force Systems Command, Headquarters Air Force Eastern Test Range, Patrick Air Force Base, FL, and serverd as a member of the Apollo spacecraft recovery team until March 1968.

The Justice Department is suing a Tennessee county and two cities on behalf of the Air Force, which claims it should be reimbursed millions of dollars it spent cleaning up the county’s landfill, which is located on Arnold Air Force Base.
The suit claims that the Air Force spent at least $9 million related to landfill clean ups or other actions, and that the county and cities are liable.
The 25-voice Cadet Chorale of the Air Force Academy will be lending its talents to Super Bowl XXXIX in Jacksonville, Fla., on Feb. 6, when the cadets join their peers from the Naval Academy, Coast Guard Academy and West Point to sing the national anthem.

Managers at some of the Air Force’s test ranges were unaware of year 2000 problems and failed to manage date code repair, the Defense Department inspector general reported this month.
The Air Force Flight Test Center at Edwards, for example, is still identifying and repairing code in the system that schedules flight tests of missiles and aircraft.
In addition, officials at Arnold Air Force Base have designated the Nuclear Weapons Effect Computer System as mission-impaired, which means the system is not up to the service’s requirements.

Now that Eggert’s sunflower is secure, the Air Force is no longer required to engage in interagency consultations with the Service for this plant under section 7 of the Endangered Species Act.
Land use restrictions for the benefit of Eggert’s sunflower are no longer needed outside barrens restoration areas, and the species’ annual management costs can be reduced by 40 percent due to a reduced need for monitoring and the consolidation of prescribed burn units.

Arnold Air Force Base, which is already home to Arnold Engineering Development Center, is being considered as one possible location for an Air Force training facility which could mean up to 800 additional jobs and up to $350 million in additional economic impact on Southern Middle Tennessee.

 National Full-Scale Aerodynamics Complex set to reopen
The Arnold Engineering Development Center and the U.S. Air Force recently signed a lease with NASA to reopen the National Full-Scale Aerodynamics Complex located on NASA's Ames Research Center at Moffett Field, Calif.
Technical support can also be provided under provisions allowing the Air Force to purchase additional services as required.
The value of the lease is estimated to be between $2 million and $4 million per year, depending on workload and services required.

The test activities and associated support services result in the generation of a number of chemical wastes and by-products that are classified as hazardous wastes.
Tennessee Hazardous Waste Management Regulations require that the facility submit the permit renewal application before the current permit expires on November 28, 2004, thus enabling Arnold Engineering Development Center to continue to operate under the current permit until another permit is issued or denied.
