Swiss to put £3bn in fund for victims of Holocaust
The last time was in 1995, when the then president apologised for his country's behaviour in the war, including the stamping of Jewish passports with the letter "J" and the refusal to accept Jewish refugees after 1942.
Although Mr Koller stressed that no fresh demand on the Swiss taxpayer would be needed to set up the fund, the move was opposed by Christoph Blocher, a leading conservative and nationalist politician, who said the government "has lost its head".
Mr Koller's speech also avoided reference to accusations that his country's banks deliberately turned a blind eye to the large-scale laundering of gold seized by the Nazis, both in countries they conquered and from Jewish and other concentration camp victims.
