 Arothron
The genus Arothron, or fat puffers, is a member of the Tetraodontidae family.
Arothron is perhaps notable as it is the most commonly kept by marine aquarists.
Also it is especially this genus that divers and hobbyists describe as being 'cute, due to their large expressive eyes, the ability to blink and vocalise and their dog-like snouts.

 Smugglers - Melynda Jensen
Arothron's childhood friend, Jedi Master Mace Windu, had heeded the first captain's plea to help save the Enclave from its own destruction and sent a new second captain, Y'Chelle Anacris, her subordinate captain, tavern owner Chydanio Rydoras, and their respective primaries, Obi-Wan Kenobi and Qui-Gon Jinn, to his aid.
Arothron had made room in Sept Dunn for them, done all he could to keep them alive while they proved their loyalty to the Enclave and gradually discovered what they needed to know to ensure the Enclave's survival.
Arothron, whose natural intensity showed in his military bearing and the perpetual scowl creasing his broad forehead, reached them, his dark eyes holding a warning.

 The Great Balloon Race
Arothron often wondered how much; he knew his master could not afford the Aeronium, the expensive gas used in competition, but he worried that the difference might come as a shock to him, since the race would be his first time experiencing its use.
Arothron had to laugh at this, as Tung Fei's trainer looked on in horror as his student threw away the expensive garment, waving his arms wildly and shouting in a panicked attempt to dissuade him.
The remainder of the afternoon was a blur to Arothron.

I don't know what a striped dog face puffer is. The dog face puffer (arothron nigropuntatus) and most if not all of the puffers in the arothron genus behave this way.
Most puffers or the arothron complex (and other genus like canthigascar) will often curl up thier tails, they do this for a few reasons.
One thing I have noticed is when they are a little nervus or uneasy they will curl it up, I think they don't want thier tail sicking out on the open where another fish could nip at it or bite it.

I asked around and many have told me it was a color morph of a regular puffer, either Arothron Meleagris or Arothron Nigropunctatus because no one has ever seen a whole separate species in which this fish could possibly be.
Many have also told me that it is rare and worth the $75 price tag for a 6 incher or so as some have told me that they have been seen at that size for $100-$200.
