The Southern Center for Human Rights claimed in the motion that younger prisoners at the Habersham County facility routinely fall prey to the older ones, and accused state corrections officials of failing to protect them.
Arrendale, once a reform school for boys, currently houses 1,200 inmates -- 231 of which are under age 21.
The prison had the state system's second- highest rate of violent disciplinary infractions last year, according to a Corrections Department study.

ATLANTA -- State prison officials are working on a plan to turn the Lee Arrendale State Prison in Alto into a women's prison, according to a report in Friday's edition of The Atlanta Journal-Constitution.
Most of Arrendale's 1,200 adult male prisoners will be sent to prisons through the state and its 11 juveniles, ages 13 to 16, will remain at Arrendale, segregated from the women inmates, the newspaper reported.
Prison officials said the moves are motivated by economics as much as the need to remedy problems at the Alto prison.

Arrendale holds many of the state's youngest inmates, including 11 juveniles, ages 13 to 16, who were convicted as adults.
Sarah Geraghty, the lead lawyer in the Arrendale case for the Southern Center, said Thursday the organization was "extremely pleased" by the state's plan to change the population of the prison.
The human rights center is particularly pleased that the prison system will be segregating the 17-to-20-year-olds who may not be ready to be housed with other adult prisoners, she said.

In January, 2003, more than 200 parents, formerly incarcerated youth, judges, educators, advocates and youth policy experts attended a public hearing at the state capitol to tell state representatives and senators how SB 440 is failing to keep children, and their communities, safe.
A recent report from the Campaign for Juvenile Justice documenting a visit to the Lee Arrendale State Prison, where youth incarcerated under SB440 are held, showed that youth imprisoned there were attending classes with, and housed in close proximity to, adult inmates.
Of 18 children imprisoned at the Lee Arrendale State Prison, 14 were reported to be in solitary confinement, in a 7 x 12 room for at least 23-hours a day, with no programming.

Russ Willard, spokesman for the state attorney general's office, says the state received the motion last week and is "working with Corrections to determine what response is appropriate." The state hasn't yet filed a response.

Last week, Devon pleaded guilty to the attack, and was sentenced in Gwinnett County Superior Court to 15 years in prison.
A 1998 federal report called conditions in the state's juvenile prisons "egregious." Changes are being made, though, and one of them is to turn the Lee Arrendale State Prison in Alto into a women's prison by April 1.
Some of the 1,200 young male inmates will be sent to other prisons around the state.

I wanted to let you know about Senator Fort’s hearing on Wednesday night on Lee Arrendale State Prison which is where all the kids imprisoned as adults are held, an incredibly violent place.
Since the murder of Wayne Boatwright, an 18 year-old who was killed at the prison on February 22, 2004, there have been at least 30 documented violent incidents at Arrendale.
This level of violence is unacceptable at any prison, but is particularly so at a prison holding children.

WHY: The officials at Arrendale, located in Alto, GA, have failed to protect the children and adults who are housed at the facility.
Since the rape and murder of Wayne Boatwright, an 18 year-old young man who was killed at the prison on February 22, 2004, there have been at least 20 documented violent incidents at Arrendale.
The Board needs to know that officials and citizens across the State are outraged about what is happening at a facility that is supposed to rehabilitate our children.
