Lens belongs to the communauté d'agglomération of Lens-Liévin (Communaupole) which gathers 36 communes, with a total population of 250,000 inhabitants.
Lens, along with Douai, forms the metropolitan area (in French: aire urbaine) of Douai-Lens, whose population at the 1999 census was 552,682.

The environmental investigation is being lead by the local Direction Régionale de l'Industrie, de la Recherche et de l'Environnement (DRIRE, regional administration for industry, research and the environment) and local health authorities, and control measures concerning sites posing a possible risk have been taken (disinfection of cooling systems).
Heightened surveillance continues in order to identify and treat new cases as early as possible, so that more serious cases and deaths can be avoided.

If I take Paris as an example such a technique would be limited to a district (or arrondissement).
The Eiffel tower and other classical landmarks would be dismissed by most people living in the city (you would be surprised at the number of of people having lived more than twenty years in the capital without even going to the Louvre, the tower, or even Montmartre or the Champs-Elysées...)
Although, I found this to be one more lens than I wanted to fool with.
