Found a book on it, Ars Notoria, it is over at http://www.esotericarchives.com/notoria/notoria.htm.
I do realize the collective sub-councniess, and the ability to tap into it, and in one book, i read of a druid ritual explanation which sounded like this, but still, i am not sure.
The Ars Notoria does not claim to give instant knowledge through orations, if you think it does you should read it again.
