The $900 million plant, called a single-stream steam cracker, will use products from Fina's Port Arthur refinery and other hydrocarbons to produce 3.8 billion pounds of ethylene and propylene a year.
Building the new plant adjacent to the Fina refinery will allow the two facilities to trade byproducts with each other, saving the companies about $50 million a year, said Ron Haddock, president of Fina.
