Torrington played an important role in the War of the League of Augsburg, commanding the English and Dutch fleets at the Battle of Beachy Head (30 June 1690).
In connection with his 1690 operations against the French, the Earl is credited with being the first to use the expression, "fleet in being".
Torrington proposed avoiding a set battle, except under very favourable conditions, until the arrival of reinforcements.

 Herbert of Cherbury
English soldier, diplomat, historian and religious philosopher, eldest son of Richard Herbert of Montgomery Castle (a member of a collateral branch of the family of the earls of Pembroke) and of Magdalen, daughter of Sir Richard Newport, was born at Eyton-on-Severn near Wroxeter on the 3rd of March 1583.
Herbert's first and most important work is the De veritate prout distinguitur a revelatione, a verisimili, a possibili, et a falso (Paris, 1624; London, 1633) It combines a theory of knowledge with a partial psychology, a methodology for the investigation of truth, and a scheme of natural religion.
Herbert's first historical work is the Expeditio Buckinghami ducis (published in a Latin translation in 1656 and in the original English by the Earl of Powis for the Philobiblon Society in 1860), a defense of Buckingham's conduct of the ill-fated expedition of 1627.

ORFORD, EDWARD RUSSELL, EARL OF (1653-1727), British admiral, was born in 1653, the son of Edward Russell, a younger brother of the 1st duke of Bedford.
In 1683 he ceased to be employed, and the reason must no doubt be looked for in the fact that all members of the Russell family had fallen into disfavour with the king, after the discovery of William, Lord Russell's connexion with the Rye House Plot.
At this time Russell, like some of the other extreme Whigs, was discontented with the moderation of William of Orange and had entered into negotiations with the exiled court, partly out of spite, and partly to make themselves safe in case of a restoration.

Torrington saw that as long as he could keep his own fleet intact, he could, though much weaker than his opponent, prevent him from doing serious harm.
The explanation of Torrington's conduct is this:-- He had a fleet so much weaker than Tourville's that he could not fight a general action with the latter without a practical certainty of getting a crushing defeat.
